No, you don’t necessarily need a passport to get your provisional. While it does simplify the whole process, it’s not the only way, as there are other documents the DVLA (Driver and Vehicle Licensing Agency) will accept as proof of your identity.

Applying for a Provisional Driving Licence Online

This is the quickest, easiest, and cheapest way to get your provisional. The DVLA actively encourages everyone seeking a provisional licence to apply online these days. But here’s the catch: To verify your identity, this system needs a current, valid UK passport (chip included). If you don’t have one of these, you’ll need to opt for the alternative.

The Postal Order Route

This is your go-to option if you don’t have a passport. This driving licence application takes a little longer and costs slightly more, but it opens the door to using other official documents. You’ll need to:

• Pick up a D1 application form (you can get these from your local post office or even order one from the DVLA directly).
• Include a new, colour, passport-style photo of yourself.
• Send off acceptable alternative documents (you can’t use copies; they need to be originals and will usually be returned to you via second-class post once the process is complete).

Acceptable Alternative Identity Documents to a Passport

Here are the most common and popular alternatives you can send to the DVLA as ID documents:

• UK Birth, Naturalisation, or Adoption Certificate: This is the most frequently used alternative.
• A Combination of Documents: If you use a Birth Certificate, you’ll need to pair it with another official document that shows your identity over time. 

Acceptable pairings include:

• Your National Insurance card or a letter from HMRC showing your National Insurance number.
• A P45 or P60 form.
• Your marriage or civil partnership certificate (if you’ve changed your name).
• A college or university union card or an education certificate.
• EU/EEA National Identity Card
• Biometric Residence Permit (BRP)

Pro Tip: If you apply via the post and aren’t using a UK passport or a valid foreign passport, there’s a chance you’ll need to have someone sign your photo and certain sections of your D1 application form. This is known as a ‘counter signer’ and they’re used by the DVLA to verify your identity. This person must meet specific criteria, like having a full UK driving licence and not being a relative.
